Hi,
Have you enabled the bluetooth stack in the kernel config and recompiled 
the kernel and built a completely new image? (Using mkprod)
During development it might be convenient to do: "boot_elinux -i kimage"
to simply download the new kernel+romfs to RAM without flashing.
Note that this won't change your /etc/ unless you update it manually.
