Hi,
   More specifically what do you mean by an emulator.
      If you are looking for something which shows you how the various
layers ie. HCI, L2CAP and the RFCOMM work in conjunction on a Bluetooth
Piconet you could use  the BlueHoc which is IBM's freeware addition to the
existing Network Simulator from Berkeley.
 You could download the simulator from
http://oss.software.ibm.com/developerworks/opensource/bluehoc/
 This will give you a pretty good simulation of what goes in the various
layers on a  Bluetooth PAN.
