If you look at the schematics for the dev-board:

and at the pinout for the dev-board:

you will notice that the DEBUG connector (X25) has a pin (pin 10) labeled
POWER_DC.  This gives you the same DC voltage that you put in...minus a
small amount of voltage drop.  You can use this pin along with a 5V
voltage regulator to power the USB.
