Yes, that should be possible.
To get the a file with executable flag set you can copy an existing file and
then overwrite it with
the your new file:
In one window:
$ telnet devboard
# cp /bin/sh /tmp/mytest

In another window:
$ ftp devboard
ftp>put mytest /tmp/mytest

And then in the first window:
To test the application:
# /tmp/mytest

(If you don't want to upgrade the whole image you could use this method to
put the new sftpd in /etc/
and update /etc/inittab )
