Hi,
You can find it under apps/editors/editcgi/ in the
apps-devboard_20000801.tgz file
under http://developer.axis.com/download/apps/

No special library is used, the code that does the parsing is made by Axis
(blame  me.. :-) and taken from our non-linux code base and slightly
modified
(it still contains some stuff that should be removed).
