FW: ktest and boot_elinux problem
Oops, I forgot to tell you what it indicates. The fast flashing led means that the rescue code has detected an error in the partition table (see also <http://developer.axis.com/doc/software/tools/network_boot.html>). It will then start listening for an image on a serial port instead of ethernet, but we have not implemented the serial client for that, because it should always be possible to use ethernet (boot_elinux) to reflash. I hope the waitstates fix (below) works for you.

the problem you are describing could be solved by changing DEF_R_WAITSTATES in the elinux kernel from 95a6 to 95f8. Please try that. You can change it in the file elinux/.config or you can do a "make xconfig" or "make menuconfig" and change it in the Hardware Setup menu. Then recompile the kernel and try "boot_elinux -f" again. Put the updated .config file in packages/os/elinux/kernelconfig if it works.
