I found a clue at the previous mailing list.
 
 # mount -t nfs -o nolock 200.200.200.200:/home/kimhj/nfs /var/net
 
The option "-o nolock" is important,
but I don't know why it is necessary.

        devboard# mkdir /var/net
        devboard# mount -nw mother:/home/jcn/nfsfiles /var/net
 The response is
         portmap: server 127.0.0.1 not responding, timed out
        portmap: server 127.0.0.1 not responding, timed out
        lockd_up: makesock failed, error=-5
        portmap: server 127.0.0.1 not responding, timed out
        devboard#   
 
The three portmap messages come at about 90 second intervals, and the lockd_up message comes immediately after the second portmap message.
Once all this happens, the mount has worked.. I can read and write to the mounted directory with no problems.
