I tried your test with devboard_82 and it works with this output:

g++-cris -mlinux -isystem /home/jonashg/cvs/products/tech/devboard_82/target/cris-axis-linux-gnu/include -Wall -O2 -Wno-ctor-dtor-privacy -ansi -pipe   -c -o test.o test.cpp
gcc-cris -mlinux -isystem /home/jonashg/cvs/products/tech/devboard_82/target/cris-axis-linux-gnu/include  -L/home/jonashg/cvs/products/tech/devboard_82/target/cris-axis-linux-gnu/lib -s test.o -lstdc++  -o test 

Maybe you are using devboard_lx and Rules.elinux isn't handling the compiler
flags properly? It's supposed to compile with g++-cris, not gcc-cris.
Try using tools/build/Rules.axis in devboard_82.
