Perhaps not the nicest way, but I have used a wrapper Makefile
e.g. something like this:

include $(AXIS_TOP_DIR)/tools/build/Rules.axis
WRAPDIR   = openssh

all:    build

configure $(WRAPDIR)/Makefile:  $(WRAPDIR)/Makefile.in
        rm -f $(WRAPDIR)/config.cache
        (cd $(WRAPDIR); RANLIB="$(RANLIB)" AR="$(AR)" INSTALL="$(INSTALL)"
CC="$
(CC)" CPP="$(CPP)" CPPFLAGS="$(CPPFLAGS)" CFLAGS="$(CFLAGS) $(OPTS)"
LDFLAGS="$(
LDFLAGS)" LDLIBS="$(LDLIBS)" $(ENVSETTINGS) DESTDIR=$(prefix) ./configure
$(CONF
OPTIONS) )

build:  $(WRAPDIR)/Makefile
         $(MAKE) -C $(WRAPDIR)

...
